India-US naval ties have hit the big time: US admiral

Ahead of Vice President Joe Biden's maiden visit to India, a top US naval commander has said ties between the navies of the two countries have hit the "big time" as they are conducting coordinated operations.

Chief of Naval Operations Admiral Jonathan W Greenert characterised navy-to-navy ties as "solid and growing" and said bilateral wargames had progressed from "two ships going by doing flashing lights...probably about a decade ago, to coordinated operations, carrier air wing and under sea".

"And that's when you hit the big time, when you can work with a partner under the water and ensure yourself, you're not going to run into each other, and we are at that level with the Indian Navy," Greenert told reporters in response to a question about the US re-balancing its strategy in Asia Pacific on Friday.

His comments came ahead of Biden's four-day visit to India starting Monday. Biden will hold meetings with the top leadership, including President Pranab Mukherjee and Prime?Minister Manmohan Singh.

Greenert, however, said the India-US Malabar naval exercise had been scaled down because of "issues" on both sides. He did not give details about the move.

"We had to de-scope it some, because of each of our issues ...but we've kept the exercise and we've kept it as high-end and complex," he said.

"It just may not run as long. So I'm comfortable at that level, and we try to work to the level that resonates with both our navies."

On ties between the US and Chinese navies, Greenert said, "I like the trend we're on right now and working toward and, in some cases, getting some tangible outcome of working together. We operated together a humanitarian assistance, disaster relief scenario, doing command-and-control together, doing the proper protocols at sea, and we agree this needs to continue."

He said China would also join the 'RIMPAC' or Rim of the Pacific 2014 exercise.

Greenert also spoke about increased incidents of piracy, particularly in the northwest region of the Gulf of Oman.

"I received this through conversations with my counterparts in the Gulf states, conversations with my counterparts (in the) Pakistani Navy, Indian Navy, and they're finding they have to spend more time over there," he said.

Wedding ring lost on honeymoon found by divers on Great Barrier Reef

A Welsh groom is celebrating after the wedding ring he lost on his honeymoon on the Great Barrier Reef in Australia was found by other divers several days later.

Eirian Evans, 29, of Cardiff, was snorkelling with his bride Bethan off Green Island, Cairns, when the silver ring slipped off his finger into coral.

Scuba school divers searched for the ring for hours with no luck and the couple returned to Wales without it.

But the BBC reports the ring is now back on his finger after arriving by post from Down Under.

Mr Evans received an email in the middle of the night to say the wedding band had been found by another customer of the scuba school who saw it glinting in the coral.

"Because the ring was new and I'm not used to wearing rings I had been playing with it non-stop since our wedding day,'' he said.

''I got out of the sea and went to fiddle with it and realised it had gone. I ... thought I'd lost it forever.

... I was convinced I would never see it again.

The couple, both 29, met at a rugby club when they were 21.

The BBC reports Mr Evans proposed in October last year and the pair married in June before setting off on A two-week honeymoon.

"It's a beautiful omen to their marriage, which I think shows they are meant to be together forever,'' said school co-owner Taryn Agiun.

"It's truly amazing the ring survived, especially because fish often eat shiny or sparkly objects mistakenly for food."

This one involves a pageant queen and her missing crown that the Tornado carried away. We?ve covered so many Tornado stories over the past couple of months. People losing everything they had including the loss of a young woman?s cherished possession. She lost her home and all of her belongings, but there was one thing that was replaced in a very special way. ?I was at school. I?m a first grade teacher at Tinker Elementary, and I saw on the news, on NewsChannel 4, that my house was gone. It was just a pile of wood and bricks,? Tornado Victim, Melanie Kubitscheck recants. You'd think Scott Jones?the man who created ChaCha, a boutique search engine backed by Amazon CEO Jeff Bezos?is a wise man. Or at least not the sort who gets busted about his mistress online. He's raised tens of millions of bucks! But nobody ever said startup guys are smart, even if they're in the answer business.

Jones, whose past work includes Gracenote (now an integral part of iTunes) and early iterations of voice mail, has allegedly been carrying on with Renee Larr, a "Marketing and PR Assistant" at ChaCha. Or at least that's what his wife, a pro poker player, is broadcasting to her over 50,000 Twitter followers?I guess having the kind of techristocrat household Forbes writes about wasn't enough.

And there is not a single search engine out there that'll tell you how to recover from this:

That's only a fraction of the tirade. Jones hasn't tweeted since June.


Never trust a startup guy who tweets inspirational quotes. I'm sure Jones is just glad he wrapped up a $14 million venture capital infusion for his struggling company back in January, before anyone saw any of this.

Senate clears way for vote on Obama EPA pick

WASHINGTON (AP) -- The Senate cleared the way Thursday for final approval of President Barack Obama's pick to head the Environmental Protection Agency, hours after confirming a new labor secretary.

Senators voted 69-31 Thursday to overcome Republican objections that have blocked a vote on Gina McCarthy to head the EPA, nine votes more than are needed to end filibusters. Democrats consider McCarthy, who since 2009 has headed the agency's air pollution office, to be a longtime environmental champion while Republicans say that she has helped issue regulations that hurt the economy and cost jobs.

McCarthy worked for years as a state environmental official in New England, working at times under Republican governors, including 2012 GOP presidential candidate Mitt Romney when he was governor of Massachusetts.

"Gina McCarthy knows how to bring people together," said Sen. Richard Blumenthal, D-Conn.

The Senate planned to give final approval to McCarthy's nomination soon, though the exact timing was unclear.

Earlier Thursday, senators confirmed Thomas Perez to head the Labor Department on a 54-46 party-line vote.

The day's votes marked the latest, sudden progress for Obama in filling his second-term leadership team. The movement followed this week's bipartisan deal in which Republicans agreed to end blockades against seven nominations and Democrats shelved efforts to change Senate rules to weaken the minority GOP's powers.

Perez, 51, is a son of Dominican immigrants who once worked as a trash collector. Since earning a Harvard University law degree, his career has included stints as a Justice Department civil rights prosecutor and an aide to Sen. Edward Kennedy, D-Mass., before taking over Justice's civil rights division in 2009.

At Justice, he has challenged Texas and South Carolina laws requiring voters to show photo identification and sued the office of outspoken Arizona sheriff Joe Arpaio, alleging that Latinos were racially profiled during a crackdown on immigrants living in the U.S. illegally.

"He has spent his career fighting for working families, protecting our important civil rights laws and turning around troubled agencies," said Sen. Patty Murray, D-Wash.

Republicans say Perez has selectively enforced laws according to his political views. GOP senators have suggested that politics has guided his decisions about enforcing voting rights laws and accused him of supporting efforts to sidestep federal immigration laws when he was a local government official in Maryland.

"Tom Perez is more than just some left-wing ideologue ? he's a left-wing ideologue who appears perfectly willing to bend the rules to achieve his ends," said Senate Minority Leader Mitch McConnell, R-Ky.

On Wednesday, the Senate voted narrowly to end a filibuster against Perez. All but six Republicans voted against Perez ? the exact number of GOP senators that majority Democrats needed to muster the 60 votes required to end the delaying tactic against Perez's nomination.

That 60-40 vote was the closest senators have come to unwinding this week's deal between the two parties that has averted all-out partisan warfare over nominations and Senate rules. That roll call seemed to signal that while GOP leaders would deliver the votes needed to honor the bipartisan agreement, numerous Republicans were rankled by the pact and unhappy with Perez.

Last week, Louisiana Sen. David Vitter, top Republican on the Senate environment committee, said he was dropping efforts to delay McCarthy's nomination after the EPA agreed to release more information about how it makes decisions. McCarthy has also faced opposition from Sen. Roy Blunt, R-Mo., because of delays to a flood control project.

The other five nominees involved in the deal include Richard Cordray, whom the Senate confirmed Tuesday as director of the Consumer Financial Protection Bureau, and Fred Hochberg, whom the Senate approved Wednesday to continue leading the Export-Import Bank.

Still to be considered are labor lawyers Nancy Schiffer and Kent Hirozawa to join the National Labor Relations Board and NLRB Chairman Mark Pearce, whom Obama wants to keep in the role.

Janez Potocnik also says China?s serious pollution problems are an opportunity for European businesses that have developed technology to clean up water and air pollution.

Potocnik spoke Thursday during a two-day trip to Beijing to meet with officials and environmental activists.

China?s government is under pressure from the public to curb pollution, but has yet to make clear how far it is willing to go if such measures wipe out jobs or force factories and power plants to close.

Ryan Reynolds-Jeff Bridges' 'R.I.P.D.' set to kill Universal's summer hot streak

LOS ANGELES (TheWrap.com) - If high-flying Universal was due for a box-office fall, the cosmos seriously overdelivered with "R.I.P.D" - the Ryan Reynolds-Jeff Bridges action movie well on its way to becoming the biggest flop of summer.

Analysts are projecting a three-day total of less than $15 million for the supernatural tale, in which Reynolds and Bridges play ghost cops from the Rest In Peace Department.

That's an unmitigated financial disaster for a film that the studio says cost $130 million to make, and rivals say was even pricier. Competition include Friday openers "The Conjuring" from Warner Bros., Summit's action comedy "Red 2," and the DreamWorks Animation family film "Turbo," which debuts Wednesday.

It will be the first major misfire in a long time for Universal, which has been on a tear. Six of its seven releases this year have debuted at No. 1, led by summer hits "Fast & Furious 6" and "Despicable Me 2," a repeat winner at the box office last weekend. (The 3D release of "Jurassic Park" opened at No. 4 in April).

"Given their year, Universal was probably due for something like this," Exhibitor Relations vice-president and senior analyst Jeff Bock. "But it's a whopper. We could be talking ?Jonah Hex' territory here."

That was the 2010 action fantasy Western based on the D.C. Comics character of the same name that ranks as one of the worst wide openings ever. It opened to $5.3 million and topped out at just under $11 million for Warner Bros. and was never released internationally.

"R.I.P.D." is similarly based on a comic book, Peter M. Lenkov's "Rest in Peace Department," published by Dark Horse Entertainment.

In it, after Detective Nick Walker (Reynolds) is killed by accident, he is recruited into the Rest In Peace Department and partnered with veteran officer Roy Pulsipher (Bridges). The dead police officers are tasked with protecting the living from bloodthirsty evil spirits who refuse to move into the afterlife.

Kevin Bacon and Mary-Louise Parker co-star in the film, which is directed by Robert Schwentke ("Red"). There are six credited writers on "R.I.P.D." - never a good sign.

The critics haven't weighed in yet because Universal has mainly skipped early screenings and will show it to reviewers on Wednesday and Thursday nights, just before its debut. That's also not a good sign.

It appears the studio has already begun the process of moving on from "R.I.P.D.," which was shifted from its original June release date. There's currently more promo material and advertising visible on "Two Guns," Universal's Mark Wahlberg-Denzel Washington action film that opens August 2, than there is for "R.I.P.D."

"R.I.P.D." will be the latest in a string of big-budget flops over the past three weeks, which have been caused in part by the historically crowded summer, which will see the studios roll out 20 films with production budgets of more than $100 million.

Guillermo del Toro's $180 million "Pacific Rim" underwhelmed last weekend, and that came on the heels of the previous weekend's disappointing debut of Disney's $225 million "Lone Ranger." The $150 million "White House Down" misfired for Sony the week before that, and that studio's $130 million sci-fi thriller "After Earth" tanked in May.

Unlike several of those films, however, "R.I.P.D." could have trouble recouping much of its costs overseas. It's an original concept and neither Reynolds nor Bridges has much box-office clout abroad. The studio will open it in about 10 foreign markets this weekend, then gradually roll it out over the next couple of months overseas.

Despite all the duds, the overall domestic box office remains healthy, and summer is running about 13 percent ahead of 2012. May and June were record-breaking months, but July won't come close to matching last year's, when "Dark Knight Rises" drove major business.

Bomber as rock star? Rolling Stone cover outrage

(AP) ? Sultry eyes burn into the camera lens from behind tousled curls. A scruff of sexy beard and loose T-shirt are bathed in soft, yellow light.

The close-up of Dzhokhar Tsarnaev on the cover of Rolling Stone to hit shelves Friday looks more like a young Bob Dylan or Jim Morrison than the 19-year-old who pleaded not guilty a little more than a week ago in the Boston Marathon bombing, his arm in a cast and his face swollen in court.

Has the magazine, with its roundly condemned cover, offered the world its first rock star of an alleged Islamic terrorist?

The same image of Tsarnaev was widely circulated and used by newspapers and magazines before, but in this context it took on new criticism and accusations that Rolling Stone turned the bombing defendant into something more appealing.

"I can't think of another instance in which one has glamorized the image of an alleged terrorist. This is the image of a rock star. This is the image of someone who is admired, of someone who has a fan base, of someone we are critiquing as art," said Kathleen Hall Jamieson, a communications professor and the director of the Annenberg Public Policy Center at the University of Pennsylvania.

Public outrage was swift, including hard words from the Boston mayor, bombing survivors and the governor of Massachusetts. At least five retailers with strong New England ties ? CVS, Tedeschi Food Stores and the grocery chain the Roche Bros. ? said they would not sell the issue that features an in-depth look into how a charming, well-liked teen took a dark turn toward radical Islam. Stop & Shop and Walgreens followed suit.

Tsarnaev is not referred to as Tsarnaev in the article. The magazine uses his playful diminutive instead in a headline: "Jahar's World." With cover teasers for other stories on Willie Nelson, Jay-Z and Robin Thicke, it declares for the Tsarnaev story: "The Bomber. How a Popular, Promising Student was Failed by His Family, Fell Into Radical Islam and Became a Monster."

Rolling Stone did not address whether the photo was edited or filtered in any way in a brief statement offering condolences to bombing survivors and the loved ones of the dead.

"The fact that Dzhokhar Tsarnaev is young, and in the same age group as many of our readers, makes it all the more important for us to examine the complexities of this issue and gain a more complete understanding of how a tragedy like this happens," the statement said.

That's little consolation for James "Bim" Costello, 30, of Malden, Mass., who needed pig skin grafts on most of his right arm and right leg after the bombing. His body was pebbled with shrapnel, including nails he pulled out of his stomach himself. Three of his close friends lost legs that day and others suffered serious burns and shrapnel injuries.

"I think whoever wrote the article should have their legs blown off by someone," struggle through treatment "and then see who they would choose to put on the cover. "

The accompanying story, he said, "just seems like a cry for attention" from Rolling Stone.

Lauren Gabler had finished her fourth Boston Marathon and was two blocks from the finish line explosions that April day. At first she thought the Rolling Stone photo, released on the magazine's website and Facebook page, was of a model or a rock star.

"All of a sudden you realize that's the Boston bomber," said Gabler, who lives in the Washington, D.C., area. "The cover almost tricks you into what you're looking at. I haven't read the article yet, and I know it will probably be quite in-depth, but my initial reaction is that the photo that's being used almost makes him look like a good guy."

Rolling Stone said the cover story was part of its "long-standing commitment to serious and thoughtful coverage of the most important political and cultural issues of our day." And the magazine has had plenty of covers featuring people outside the realm of entertainment, from President Obama to Charles Manson.

Putting criminals and alleged criminals on the covers of major magazines is justified if they are major news figures, said Samir Husni, a journalism professor who heads the Magazine Innovation Center at the University of Mississippi. It's digitally manipulating a photo that never is, said Husni, reached by phone on vacation in his native Lebanon.

"They'll probably regret it later," he said of Rolling Stone's handling of its cover. "Even if it wasn't doctored it's going to bring those negative reactions."

Hundreds of Facebook and Twitter commenters condemned the magazine. Many cursed. Others expressed sadness and still more vowed never to read or purchase the magazine again.

Boston Mayor Thomas M. Menino spoke for them in a letter he dashed off to Rolling Stone publisher Jann Wenner accusing the magazine of offering Tsarnaev "celebrity treatment" and calling the cover "ill-conceived, at best," in that it supports the "terrible message that destruction gains fame for killers and their 'causes.'"

The letter goes on to call the cover an obvious marketing strategy and concludes: "The survivors of the Boston attacks deserve Rolling Stone cover stories, though I no longer feel that Rolling Stone deserves them."

What does the controversy say about the culture today? It's a culture that has already produced an online fandom for the attractive young bombing suspect, including young girls calling him "hot" and promising to help clear his name. At his hearing last week, a dozen or so girls wore T-shirts and stickers bearing his face.

Jamieson had this to say on that score:

"If you took that picture and you walked into an audience three months before the bombing and you said, 'Here, this is a cover of Rolling Stone,' what would people say? They'd say, 'Ah, a new artist emerges on the national stage and Rolling Stone is doing a cover. What is his name? Well I guess it's Bomber.'"

A Twitter dare turned into a body slam for one fan at the All-Star Game at Citi Field Tuesday night.

Twitter user @MasoneDylan, later identified as Dylan McCue-Masone of Shirley, L.I., 18, was live tweeting at the All-Star Game, then put it out there if he got 1,000 retweets, he would run on the field during the game.

At the game, Mets fan Brendan Lane witnessed the whole thing.

?No one, including the security guards, seemed to notice him until he reached the left fielder,? said Lane, who lives in Queens. ?They used to not put guys on TV, but I guess now you can bypass that with Twitter and all of that. Interestingly, they put a security guard there in the aisle now, like this area is now prone to people running on the field.

Researchers hack Verizon device, turn it into mobile spy station

NEW YORK (Reuters) - Two security experts said they have figured out how to spy on Verizon Wireless mobile phone customers by hacking into devices the U.S. carrier sells to boost wireless signals indoors.

The finding, which the experts demonstrated to Reuters and will further detail at two hacking conferences this summer, comes at a time of intense global debate about electronic privacy, after top-secret U.S. surveillance programs were leaked by a former National Security Agency contractor, Edward Snowden, last month.

"This is not about how the NSA would attack ordinary people. This is about how ordinary people would attack ordinary people," said Tom Ritter, a senior consultant with the security firm iSEC Partners.

Verizon said it has updated the software on its signal-boosting devices, known as femtocells or network extenders, to prevent hackers from copying the technique of the two experts.

But Ritter said motivated hackers can still find other ways to hack the femtocells of Verizon, as well as those offered by some 30 carriers worldwide to their customers.

Femtocells, which act as tiny cellphone towers, can be purchased directly from Verizon for $250. Used models can be obtained online for about $150.

Ritter and his colleague, Doug DePerry, demonstrated for Reuters how they can eavesdrop on text messages, photos and phone calls made with an Android phone and an iPhone by using a Verizon femtocell that they had previously hacked.

They declined to disclose how they had modified the software on the device, saying they do not want to make it any easier for criminals to figure out similar ways to hack femtocells.

The two said they plan to give more elaborate demonstrations two weeks from now at the Black Hat and Def Con hacking conferences in Las Vegas. More than 15,000 security professionals and hackers are expected to attend those conferences, which feature talks on newly found bugs in communications systems, smart TVs, mobile devices and computers that run facilities from factories to oil rigs.

Verizon Wireless released a Linux software update in March that prevents its network extenders from being compromised in the manner reported by Ritter and DePerry, according to company spokesman David Samberg.

"The Verizon Wireless Network Extender remains a very secure and effective solution for our customers," Samberg said in a statement. He said there have been no reports of customers being impacted by the bug that the researchers had identified. The company is a joint venture between Verizon Communications Inc and Vodafone Group Plc.

Samberg said his company uses an internal security team as well as outside firms to look for vulnerabilities in the devices it sells, before and after they are released.

Still, the two researchers said they are able to use the hacked femtocell to spy on Verizon phones even after Verizon released that update because they had modified the device before the company pushed out the software fix.

The researchers built their "proof of concept" system that they will demonstrate in Las Vegas with femtocells manufactured by Samsung Electronics Co and a $50 antenna from Wilson Electronics Inc.

They said that with a little more work, they could have weaponized it for stealth attacks by packaging all equipment needed for a surveillance operation into a backpack that could be dropped near a target they wanted to monitor.

For example, a group interested in potential mergers might place such a backpack in Manhattan restaurants frequented by investment bankers. Verizon's website said the device has a 40-foot range, but the researchers believe that could be expanded by adding specialized antennas.

The iSEC researchers are not the first to warn of vulnerabilities in femtocells, but claim to be the first to hack the femtocells of a U.S. carrier and also the first running on a wireless standard known as CDMA.

Other hacking experts have previously uncovered security bugs in femtocells used by carriers in Europe.

CTIA, a wireless industry group based in Washington, in February released a report that identified femtocells as a potential point of attack.

John Marinho, CTIA's vice president for cyber security and Technology, said that the group is more concerned about other potential cyber threats, such as malicious apps. He is not aware of any case where attacks were launched via femtocells.

Still, he said, the industry is monitoring the issue: "Threats change every day."

Last week, the French government sold off nine luxury cars at an auction in Paris,?raising $3.6 million. Luxury names took the stage including Porsche, Bugatti, and Bentley.

The luxurious fleet once belonged to Teodorin Obiang, son of Equatorial Guinea?s President Teodor Obiang. The cars were seized in 2011 when the younger Obiang was charged with embezzling public funds in France.

It is quite the collection for someone who earned an official salary of $7,000 a month during that time. He has also managed to purchase a $30 million home in Malibu and liberated a $23.5 million art collection from the walls of fashion designer Yves Saint Laurent.

The money comes largely from the oil that the tiny west African country produces, whose profits have mysteriously made their way into the smooth rides and stylish suits worn by the Obiang family.

Corruption may feel like a problem in a far off nation, but it is also much closer to home than one expects, said Charmain Gooch, co-founder of the international NGO global witness, which studies corruption, in a recent TED Talk.

?Corruption is made possible by the actions of global facilitators,? said Ms. Gooch.

Banks and business in the United States and France, for instance, played a role in Mr. Obiang?s purchases.

He did business with global banks.?A bank in Paris held accounts of companies controlled by him,?one of which was used to buy the art ,and American banks, well, they funneled?73 million dollars into the States,?some of which was used to buy that California mansion.

And he didn?t do all of this in his own name either.?He used shell companies.?He used one to buy the property, and another,?which was in somebody else?s name,?to pay the huge bills it cost to run the place.

Corruption is a worldwide problem.?The Global Corruption Barometer 2013 asked 114,000 people from 107 countries questions about corruption, finding that some 1/4 of people say they paid a bribe when?accessing public services and institutions. It is roughly the same rate as last year.

More than two-thirds of Americans say that corruption is a problem in the public sector. Nearly the same amount of people also said that corruption has increased over the past two years.?

?Bribe paying levels remain very high worldwide, but people believe they have the power to stop corruption and the number of those willing to combat the abuse of power, secret dealings, and bribery is significant, ? says Huguette Labelle, chair of Transparency International. ?Too many people are harmed when these core institutions and basic services are undermined by the scourge of corruption.?

To do so requires more transparency from governments about the money collected and how it is spent, says the report. Governments should also support rule of law, provide stiff punishments for corruption, and clean up the democratic process.

One way that countries can reduce corruption is by taking on shell companies. Gooch cited a World Bank study that found shell companies were used in 70 percent of the 200 corruption cases it studied. These companies are set up in countries like the UK and the US. She remains optimistic that corruption can be defeated. A transparency campaign launched in 1999 and aimed at the oil and mining sectors has led to an increase in the number of transparency laws for companies, for instance.

?So this is change happening. This is progress. But we?re not there yet, by far. Because it really isn?t about corruption somewhere over there, is it? In a globalized world, corruption is a truly globalized business, and one that needs global solutions, supported and pushed by us all, as global citizens, right here,? she said.?

An indicator of the strength of a so-called ?heat dome? ? such as the one currently baking the eastern U.S. ? is the atmospheric pressure at high altitudes. The higher the pressure, the more intense the heat dome.

On Sunday night and Monday, an indicator of pressure known as atmospheric height matched the highest level on record about midway into the lower atmosphere, said Steve Zubrick, science operations officer at the National Weather Service forecast office in Sterling, Va.

The atmospheric height essentially tells you? how much the atmosphere is bubbling up (hot air, which is less dense, occupies more space or volume than cold air): a large height measurement indicates a big heat bubble.

The record height measurements were taken by weather balloons, launched twice a day at the NWS office in Sterling. The balloons record the height in the atmosphere at which different pressures are reached.

On Sunday and Monday, in three straight measurements, the height of the 500 millibar (mb) pressure point (which is about midway into the troposphere, the lowest atmospheric level) was an unsurpassed 5,990 meters, or about 20,000 feet.? That?s a huge heat bubble.

?Since 1962, I?ve found 3 other instances of hitting 5,990 meters; the last time being Aug 15, 2003 [at 8 p.m.],? Zubrick said.

A more ?normal? height for the 500 mb pressure level is 5,800 meters or 19,000 feet at this time of year.

Zubrick said weather balloons launched from Sterling have never recorded a 6,000 meter reading (at 500 mb), but that there was ?a shot? we?d touch it this week. (We may have missed that shot as this morning?s 500 mb height was down to 5,970 m and models generally forecast the heat dome to weaken)

Record high pressures, however, do not always lead to record heat. Although high pressure causes the air to sink, compress and heat up, other factors, such as soil moisture, humidity levels and wind direction also affect temperature.

For this particular heat wave, the high soil moisture and humidity levels are actually making it more difficult for the mercury to rise despite the record-challenging high pressure. If we had drought conditions rather than the moist soils from the recent downpours, the air would heat more readily (but it would be less humid).

Also, our prevailing wind direction has been from the north ? which isn?t a favorable direction for heating. If it was more from a westerly direction, the air would be blowing over the mountains resulting in a ?downsloping? effect, which would enhance the sinking and warming of the air under this high pressure dome.

We should have more of a downsloping wind by mid-to-late week but, by that time, the heat dome is forecast to weaken. Hence, the heat should remain below record levels.

There's all kinds of points raised in a pretty detailed post, but it does pose an interesting question. We're quick to shun the thought of sharing our locations and our activities with companies such as Google, yet we could ? albeit unwittingly ? be recording and sharing information about our personal lives. And as wearable technology increases in popularity, it's a question we'll no doubt be asking ourselves again. Though, that exercise session at 1.30am might not be the one you want to share with all your Facebook friends. Thoughts?

Sex offender sought in Galveston arrested on bridge to Mexico

U.S. Customs and Border Patrol officers arrested a registered sex offender at the Texas-Mexico border who was wanted for a probation violation in the 2006 sexual assault of a 12-year-old girl in Galveston County.

Martin Noe Muzquiz, 46, was behind bars Wednesday at the Cameron County Jail, where he was awaiting extradition to Galveston County, said Chief Deputy Gus Reyna Jr of the Cameron County Sheriff's Office.

Muzquiz walkted across the border from Mexico at Brownsville's B&M International Bridge when U.S. Customs and Border Patrol officers stopped him for routine check.

"They ran his name and DOB (date of birth) and it came back wanted out of the Galveston County SO," Reyna said.

The background check revealed that Muzquiz was wanted for skipping out on his probation, and for failing to complete his sex offender registration requirements in Galveston.

Muzquiz was convicted in December 2006 of aggravated sexual assault of a child, court records show. He was placed on six years probation and ordered to register as a sex offender.

He also has a conviction for burglary in March 2009 in Brownsville.

Egypt looks forward to new elections, back to week of bloodshed

CAIRO (Reuters) - Egypt's interim authorities, boosted by $8 billion in Gulf aid, start work on forming a cabinet on Wednesday, a week after the elected Islamist president was ousted by the army leading to a wave of violence in which at least 90 people were killed.

Wrangling between political groups over a decree setting the rules for the transition, designed to usher in parliamentary elections within about six months, could point to a bumpy road ahead.

Events of the last seven days are sure to overshadow the normally festive start to the fasting month of Ramadan, which begins on Wednesday, with Egypt's 84 million people more divided than at any time in their modern history.

Thousands of Islamists rallied outside a mosque in northeast Cairo overnight, where they have braved the heat and dust in a 12-day vigil, refusing to budge until toppled President Mohamed Mursi is returned to power.

Just a few hundred metres away, outside the military barracks where he is believed to be held, 55 Mursi supporters were killed at dawn on Monday when troops opened fire.

The movement says the victims were praying in peace. The government says the Islamists provoked the violence by attacking the soldiers.

The authorities announced an investigation into 650 suspects for offences from "thuggery" to murder and terrorism. Egyptian state media praised the army and denounced Monday's violence as the work of terrorists.

Amnesty International said that whether or not the security forces acted in response to provocations, they were guilty of using "grossly disproportionate force".

JOY, THEN DESPAIR

Egyptians are still reeling a week after Mursi's overthrow, which initially sparked wild celebrations in Cairo and beyond by millions of people who wanted him gone, fed up with economic stagnation and what they saw as an Islamist power grab.

To Mursi's Muslim Brotherhood, however, his removal amounted to the reversal of democracy by entrenched interests who would never accept their election victories. The Brotherhood denies it had an aggressive Islamist agenda.

Fearing a return to the suppression endured for decades under autocratic rulers, members of the long-banned movement took to the streets. On Friday, pro- and anti-Mursi protesters clashed in running street battles that swept the country. Some 35 people were killed.

"The only road map is the restoration of the president elected by the people," said Hoda Ghaneya, 45, a Muslim Brotherhood activist.

"We will not accept less than that," she said. "Even if they kill us all."

In lawless North Sinai, two people were killed and six wounded late on Tuesday when Islamist militants attacked a checkpoint, amid concern that the anger is behind a spike in violence in the region bordering Israel.

Monday's bloodshed raised alarm among key donors such as the United States and the European Union, as well as in Israel, with which Egypt has had a U.S.-backed peace treaty since 1979.

Wealthy Gulf Arab states, long suspicious of the Muslim Brotherhood, stepped in swiftly with financial support that could relieve pressure on the transitional authorities at a time of economic stagnation.

The United Arab Emirates offered a grant of $1 billion and a loan of $2 billion. Saudi Arabia offered $3 billion in cash and loans, and an additional $2 billion worth of fuel.

Coffers are desperately short since Arab Spring unrest drove away tourists and investors.

ONE STEP FORWARD, ONE STEP BACK

On the political front, where the army is under pressure to plot a path back to democracy quickly, it seemed to be a case of one step forward, one step back.

Tuesday saw progress when interim head of state Adli Mansour named liberal economist Hazem el-Beblawi as acting prime minister and former U.N. diplomat Mohamed ElBaradei as deputy president responsible for foreign affairs.

But underlining the scale of the task ahead, ElBaradei's National Salvation Front, Egypt's main liberal coalition, itself rejected the constitutional decree and demanded changes be made.

Less surprisingly, the Brotherhood, which has rejected all cooperation with the military-backed interim powers, also dismissed the decree, while the ultra-conservative Nour Party, which initially backed the road map, said it was not satisfied.

On the other side of the political divide, the Tamarud youth movement which mobilised millions to take to the streets against Mursi, said the decree had not been run past them, and they would propose amendments.

The United States gave a cautious welcome to the road map to quick elections on Tuesday.

"We are encouraged the interim government has laid out a plan for the path forward," State Department spokeswoman Jen Psaki told a daily briefing in Washington.

She said the Obama administration had been in touch with representatives from the Muslim Brotherhood but that there had been no contact with Mursi since his arrest.

It's not an easy job market for recent graduates and that fact can put them at a disadvantage financially. Therefore, establishing some sort of income is an important first step for grads. Assuming that initial post-college job is landed, here are five tips to help you establish a strong financial footing as a 20-something.

1. Make More Than You Spend - This might sound obvious; however there is a nuance or two post-college. First of all, don't upgrade your lifestyle. Even though you're no longer a student, continue to live like one. That way you'll have more money to save. Also, save as much as possible. Saving is particularly powerful in one's twenties because each dollar put away now has a longer time to accumulate interest and gains. 2. Establish an Emergency Fund - This is money set aside for an unanticipated expense, like a job loss or accident. In all likelihood an emergency is not a matter of if but when. And when it happens, you'll be prepared, and you won't be using your credit card to cover an unexpected expense. An emergency fund can prevent you from entering a cycle of credit card debt. Three to six months of expenses set aside is the general rule of thumb, but some of my clients feel more comfortable with a years worth of expenses set aside in savings.

3. Pay Off Student Debt Before Loans Start Accruing Interest - Most student loans have a grace period between graduation and when interest starts to accrue. That doesn't mean you have to wait to make payments. Start paying off your student loans immediately. Don't give that interest a chance to start and you'll owe less on your debt. More importantly, create a plan to pay off your student debt. Make a spreadsheet that includes facts about your loans like the balance, interest rate, monthly payment, payment date etc. If you have more than one loan, this can help you prioritize which one to pay off first and in what amounts.

4. Understand Your Employee Benefits - If you have recently started a new job, it's important to know the benefits provided by your employer. If you don't take advantage of those benefits, it's like leaving money on the table. Nobody would turn down their full salary, so why would you fail to redeem this type of compensation? Typical employee benefits include, health insurance, a 401(k) and basic life insurance. Perhaps you are eligible to receive more complicated compensation like an employee stock options plan (ESOP). Either way, be sure you understand and maximize your employee benefits.

5. Open a Roth IRA - This is a type of retirement account. It is generally suited to people who are just starting their careers. Windows 8 Instant On


Hey Everybody,

btw Sorry for my english.

I have an ASUS G75 which I just recently upgraded to Win 8.
When I try to install the driver for Instant On I get this error message "Your computer doesn't have the Instant On support built in. The installation procedure is interrupted".

I already installed the ATKACPI driver but it still doesn't work.

Hawke and Delpy remain as charming as ever, and their combined goofiness is more endearing than annoying.

Love is messy here, life cannot be controlled, satisfaction is far from guaranteed. Romance is rocky at best. But romance still is.

Though "Before Midnight" is often uncomfortable to watch, it's never less than mesmerizing - and ultimately, a joy to walk with this prickly but fascinating couple again.

"Before Midnight" is heartbreaking, but not because of Jesse and Celine. It's the filmmakers' passions that seem to have cooled.

Before Midnight is fascinating to watch, and so long as Celine and Jesse are communicating, there's still hope.

How (Jesse and Celine) try to rekindle that flame is what drives Midnight, a film that feels so authentic it's like overhearing a conversation you're not sure you should be hearing.

Takes its traditional romantic tale into more insightful territories.

Hawk and Delpy know just how to get under your skin. Their onscreen alter egos fit like a glove, and witnessing their ageing, nagging, toying love is a true privilege.

What lifts Linklater's trilogy above your average dialogue-heavy indie is not just the intelligence of the conversation but its frankness and humor.

There's not a hint of melodrama or falsity in the Before series.

The 'Before' trilogy is a vacation for me. I am taken away, and it is never for long enough. I genuinely feel lucky to have these movies.

I'm not sure this is the end of Richard Linklater's 'Before' trilogy. It's perfection just as it is, but then again, Linklater has nine more years to work on the sequel.

Loving words mix with personal attacks, the magic moments with the unintended slights, as we witness the occasional desperation of imperfect people doing the best they can when life moves beyond meet-cute and courtship. That's authentic.

Linklater and his players bring an end to the fantasy and welcome the thrilling ups and bitter downs of reality to this love story.

Like the first two films, it reflects the real world in a way that seems almost preternatural. It's just that, here, the real world is a harsher, more disappointing place.

The duo, clearly so comfortable in their characters' skin, indulge in intelligent banter, sharp humour and emotional truths.

So much better written than contemporary novels, this film is a literary as well as cinematic achievement to cherish. For grown-ups.

As before, it's often very funny, with Jesse and Celine swapping Woody Allen-esque one-liners - nicely snarky, appealingly abrasive.

The acting, the dialogue and direction are superb.

None of the films is faultless in itself, but, tinted with complementary tones, the complete cycle comes as close to perfection as any trilogy in cinema history.

Marvelous. It's impossible to shake the feeling that we are merely eavesdropping on reality. Witty, wise, and -- most important of all -- truly romantic in ways that movies usually aren't.

It's been 18 years since Hawke, Delpy and Linklater introduced us to Jesse and Celine, and their story just gets richer, funnier and more punchy each time we see them. In 1995's Before Sunrise, they were idealistic 23-year-olds.

Hawke and Delpy are as believably real as any screen couple can ever be.

This is one of the few sequels for which the cliche 'eagerly awaited' is truly applicable.

Predictably, it's just as great as the first two.

By the end, Before Midnight inches towards a dawn of charm. But it's a troubled trip.

Series Preview: Houston Astros @ Texas Rangers - Must Sweep Series

The Rangers try to finish off their nine game homestand on a positive note by pummeling the hapless Houston Astros and coming closer to the goal of retaining the Silver Boot

The Rangers have averaged 4.3 runs per game in 2013. Somehow, that's been good enough for 12th best in baseball. Lately however, the runs have been few and far between.

So the bad news is the Rangers aren't scoring runs. The good news is neither are the Astros (3.7 runs per game) and that's who the Rangers play this weekend. The other good news is the Ranger offense gets to hit against the likes of Lucas Harrell, Dallas Keuchel, and Erik Bedard.

If there's a team in the league that is akin to an alternator for your run down offensive batteries, with a pitching staff acting as jumper cables for your lineup, it's the Astros.

But we all know that it isn't about scoring runs at a more prolific rate or using a terrible Houston team to catapult Texas toward a successful second half. No, as it always is when the Rangers face the hated Astros, on the forefront of our minds is the fate of our treasured Silver Boot.

The Rangers are 5-1 against their Texan rivals this season. All six of those contests have come in Houston, however. After this weekend, there will be ten more games between the Rangers and Astros with six of those games scheduled for Arlington. The Rangers need five more wins to secure the coveted Boot for yet another season.

A sweep this weekend could go a long way to making sure the pride of Texas stays in the DFW where it belongs.

Here's a breakdown of the pitching match-ups against the worst team in baseball; the Houston Astros:

  • Nick Tepesch: 3-6, 6.83 K/9, 2.46 BB/9, .296 BABIP, 69.7% LOB, 4.37 FIP, 3.87 xFIP, 1.0 WAR - Last three starts: 10 runs allowed in 13.1 innings

Advantage: Nick Tepesch has been a better pitcher in 2013, has pitched better against the Astros than Lucas Harrell has pitched against the Rangers in 2013, and once won a staring contest with a wax figure of Brad Pitt made up to look like his character from Legends of the Fall.

  • Yu Darvish: 8-3, 11.99 K/9, 2.94 BB/9, .258 BABIP, 82.7% LOB, 3.12 FIP, 2.66 xFIP, 3.0 WAR - Last three starts: 7 runs allowed in 18.0 innings
