Director, Legislative Affairs ~ Planned Parenthood Federation of ...

The Department of Public Policy and Government Affairs at Planned Parenthood Federation of America (PPFA) seeks a dynamic Director, Legislative Affairs to join its team. The Director, in partnership with the Vice President for Public Policy and Government Affairs, will provide vision, leadership and direction for PPFA?s Hill strategy around policy priorities. The Director will supervise legislative staff, be responsible for developing and implementing proactive and responsive legislative strategies, oversee PPFA?s procedures for monitoring Congressional activity, as well as the development of related resources for the Hill and affiliates. The Director will also represent PPFA on the Hill and at meetings with the Administration.

Duties & Responsibilities:

  • Develops the strategic direction of Planned Parenthood?s work on the Hill and oversees efforts to build relationships with new and existing members of Congress, as well as efforts to engage affiliates in relationship building
  • Directs legislative strategies around cross-cutting agenda to protect women?s access to reproductive health care
  • Works with the National Director of Public Policy and the Director of Government Affairs to pursue health finance legislative agenda on the Hill and to develop policy rationale for proactive and reactive work on the Hill
  • Works with Director of International Advocacy and the Director of Government Affairs ?to ensure strategic coordination of policy priorities and legislative requests
  • Responsible for identifying opportunities and challenges that develop in the legislative process and marshalling appropriate PPFA resources across Departments
  • Creates a coordinated, strategic approach to engaging Members of Congress as champions for our pro-active agenda as well as in the reactive battles
  • Manages a team of lobbyists to carry out day-to-day interaction with Hill staff and assigns their participation in coalitions around issues active in Congress and important to PPFA
  • Develops and manages specific strategies to affect votes on bills and amendments in the House and Senate of interest to PPFA, working closely with the Vice President for Public Policy and Government Affairs
  • Supervises legislative staff and their work and oversees systems to track and analyze legislative action
  • Works with the Director of Government Affairs, National Director of Public Policy, ?Field Director and Political Director to integrate Planned Parenthood?s field, political and policy work and to leverage Planned Parenthood?s power as a nationwide, essential community provider with an extensive grassroots network and powerful brand in support of our policy agenda
  • Works with the Director of Government Affairs to leverage resources of the Digital and Field departments in support of specific votes in Congress
  • Serves as point person to manage PPFA?s participation for congressional sign-on letters and for letters with coalition members on legislation
  • Collaborates with other PPFA colleagues, including but not limited to those in communications, medical affairs, affiliate business development, litigation and law, to ensure integrated, coordinated work that supports Planned Parenthood?s business interests
  • Serves as a resource to communications department on government relations issues
  • Acts as spokesperson at conferences and events

Position Scope:
Establishes and monitors work standards and procedures and leads development, implementation and evaluation of federal legislative work and objectives, and where appropriate, ensures that activities are integrated into the work performed by other departments or divisions.

Problem Solving:
Solves critical and complex challenges for the legislative staff, including overseeing the problem-solving challenges and strategizing for other staff.? This includes congressional strategy and goal-setting for the PPFA.? The position must have and use in-depth knowledge of the issues facing PPFA and our operating environment and decisions must consider organizational impact.

Unique Knowledge:
The position requires job knowledge of the full range of policy matters facing Planned Parenthood including health care financing and reform, reproductive rights and justice, sex education and congressional appropriations.? It requires extensive knowledge of congressional operations.?? The position also requires extensive knowledge of internal PPFA operations and departments.? Further, the position requires stepped up knowledge of management techniques, practices and theories and ability to develop programs. Must have a level of expertise that enables the Director to have a broad perspective in developing programs or operations, and to translate plans into action.

Fiscal Responsibility:
Development and administration of department budget along with monitoring income and expenses and reporting significant variances to assure conformance with approved budget.

Regularly interact with senior management staff or volunteer leadership to present and discuss work plans and priorities, and to report work status.? The job performance ensures that PPFA achieves its business goals. The position will initiate and develop a broad range of important contacts that directly affect the reputation and business dealings of PPFA or its programs.

External Contacts:
Initiates and develops a broad range of important Congressional contacts that directly affect the reputation and business dealings of PPFA or its programs.? Responds to critical and controversial issues.? Actively seeks new contacts to expand PPFA?s sphere of influence on a national and/or international scale.

Supervision:
Directly supervises staff members and is responsible for all related personnel actions.

Position Requirements:

Education:
Bachelor?s degree required.? Degree or advanced degree in Government, Public Policy or related field is a plus.

Experience:
A minimum of 10 years of directly-related work experience including lobbying and project management experience.

Related Skills or Knowledge (Qualifications of the Ideal Candidate):

  • Comprehensive knowledge of the federal legislative process, specifically Congressional budgeting, appropriations cycle, and authorization processes.
  • Excellent organizational, written and oral communication, customer service, problem-resolution/negotiation, and interpersonal skills.
  • Contacts with Hill staff; proven ability to build deep and lasting relationships.
  • Ability to function effectively as a team player.
  • Gravitas paired with professional integrity and ambition to effectively represent and promote PPFA externally at the highest levels.
  • Knowledge of diverse groups, working with a multicultural workforce and sensitivity and appreciation to cultural differences is required.
